They literally exemplify it in point 19, where the text is neutral but their intended application in the header is women only.
I'm looking forward to when point 20 will backfire and blow up in their faces:

While it is intended to save women from manipulative men, we all know who the emotional and psychological tyrant of the household is in general. In the past, examples of this abusive (male!) behaviour have been:
* Dictating what friends she are allowed to have/not have
* Dictating acceptable/unacceptable clothes to wear in public
Etc...
Anyone who has ever been around a male in a stable relationship in the western world, knows which sex is on the recieving end of this, and it is NOT the female.
