Yes, there were a few hot debates about this topic, and I understand why so many people do not want to offer it as a service. But most of the guys are clean, and a proper COF is not that dangerous, but I agree that CIM is something totally different! If a girl really do not want to do it, fine, but those who offer it, they can always charge extra for it, and then only a few guys will take that service, who can afford it and for whom it is worth paying a lot of extras to enjoy 3 seconds of pleasure!
